which reputation system rewards elite marks at t5?

Sometime when I start a new toon I always seem to forget that not all of the reputation's rewards you with elite marks. So just want to know which reputation system rewards doesn't give you elite marks?

Reputation Tier 5 Rewards / Elite Marks

Went through the STO Wiki and collected the data for the main rewards at Tier 5 of the Reputation System.
Tier 6 was added at a later date....and that is why the main rewards sits at Tier 5 as of this time.

I, also, noted the Elite Marks associated to each Reputation.

What would happen if the United States ever built a galaxy class/Sovereign class star ship

I have a crazy question what would happen if the United States was able to build a galaxy class/Sovereign class star ship how would the would react or do?

I had this on my mind while watching episodes from the next generation and DS9 and Enterprise I always wondered if what would happen if the United States was to build a ship like that I personally think the world would TRIBBLE themselves and try to attack the ship or just stand there looking at it but that's my guess on what would happen.

Tell me what you all think would happen if it do ever happen let me know your thoughts about it.

Polytrinic Acid Horta (Promo Reclaimable missing from Store)

As title says, the only hortas i now see, are the ones i have to pay for.
This is the one i claimed across all my accounts, https://www.arcgames.com/en/games/star-trek-online/news/detail/3031013-pre-anniversary-giveaway-day-1

And every account has been affected where i can no longer find this horta that i can claim for free and reclaim if i dismiss it. I contacted support and they were unable to help me. They told me to come here and post a bug report. So, here i am :)
I'm not sure when this happened as i have recently just come back to the game after having a break for a while. However, when i did come back, i created 2 new characters, one being a Jem'Hadar and the other being a Discovery era toon. The other day, i was going thru the items in the store to claim for my toons, like i do with every toon, and setting up admiralty ships,(kiddin this aint time consuming on 50+ toons lol). Anyway, that was when i noticed the reclaimable horta was missing.
I have tried exiting game and reloading game, switching characters, trying my alt accounts(Which is when i noticed they were affected as well). Only i havent tried and well, cant try, is going back in time because, you know, temporal laws,etc ;)
I also checked in the dilithium store as well, just in case it was moved to the reclaimable section, but no sign of it in there either.
Anyone else have this horta pack its bags and skip town on them? :)

Gagarin Stanchion Ship Name Issue? Or: My ship comes with a Serial Number!

So, I just noticed today after flying my Gagarin for over a week... The Port side stanchion, dorsal, Gagarin style, Type 0 skin (but its there with others)... My Starboard side has the registry I chose, but I can only assume the Port side should have the ship name. Instead there is a wonderful 14 digit serial number... 98709870987098 is what it reads.. almost like a place holder, lol...

I took a screenshot of it in renderscale 2 since it helped it show up better...

Science Build Help.

I am planning on building a new science character. I have ones from years ago when I used to play (after level cap increase from 50-60, but before increase from 60-65). The builds I have on them are focused on weapon builds that are now useless since the change to FAW. And I have fleet gear on them, so changing their stuff up will just be a waste of some if not all of their gear.

So, I want to focus my new character on a TRUE science build. I want to focus heavily in the science abilities. However, I don't want to be suffering in regards to weapon damage also. Basically, I want to hold my own in TFOs.

I have been looking at science builds that the writers have made claims about how good/OP they are. And some of them I have seen in YouTube videos are really good (when they are not using the Borg STFs to pad their numbers). But here is the catch: I don't have money to spend on the game. My brother got the LTS as a gift for me recently, and that is all there is to spend. So I don't have the T6 ship traits that make some of those builds so powerful according to the ones showing them off. Also, I don't have tons of EC to spend.

This will need to be a build starting from a beginning character, and going all the way up to level 65, with only episode gear till I can get the rep systems leveled up. Traits, skills, and any special abilities that I can't get as episode/mission rewards or from the rep system will need to be left out of the build. If it cost Zen, it's also out.

I was never really the best at science builds in the past. Really didn't need to put points into science skills to use them effectively (though not to their full potential) to some extent in the past. I want to do it differently this time.

I have been studying the skill tree for a while now. I know that I need to give on some areas so that I can increase in others. That is a given. I am just not sure where I should be making cuts on my skill tree. I would prefer to use GW to hold, and other skills to strip shields and energy from ships, then pop them with torps mostly. Still, I know that I will need some energy weapons also. The new Vulcan ship is going to be my main ship while leveling up, since it can level with you from level 10. Though, I am not hard set on needing to only be in a science ship. I am okay with running cruisers or escorts sometimes.

My energy weapons of choice on the front of ships has been cannons. Either DCs, DHCs, or a combination of them. They are good about hitting shields quick, and hard for the torps to hit the hull. But, at levels 50 and up, the shields on NPC ships don't stay down long enough for the torps to get there if I am not running a cannon skill on a Boff. (Cannon Scatter Volley or Rapid Fire). So I was hoping that I could do a science focused build that will address this problem.

Any help that anyone can give on a skill tree, and build that doesn't require expensive things from the exchange, or buying T6 ships would be appreciated. Also, advice on weapons, and Boff skill suggestions is needed also. And if not too much trouble, an explanation of why and/or how that build works. I have read many builds online that the person writing them doesn't really explain what the point is in getting something or setting up something a certain way.

Cannot complete "Promotion: Subcommander"

I have instructions to go to New Romulus and talk to Admiral Kererek to get a promotion for my Romulan character, but when i talk to him, there is nothing mentioning a promotion. He says "I have nothing for you right now."
What do I have to do to advance this forward? Support was no help at all. They said it sounded like a bug. No kidding.

I am using Windows Server for everything. This is because Windows server doesn't have telemetry in it and because it doesn't have modern apps, it's faster and more reliable.

After new patch i get Windows XP and Windows Server 2003 is no longer supported error.


I am currently using Windows Server 2019, which is same as Windows 10 1809 and still get this error message, so game is not even checking what windows version i am using.

I tested:
Windows Server 2008 R2
Windows Server 2012 R2
Windows Server 2016
Windows Server 2019

NONE OF THEM WORK, ALL OF THEM SUPPORT AT LEAST DirectX 11 or higher with feature levels of 11_1 or HIGHER, with Windows Server 2019 supporting Ray Tracing and WDDM 2.5.

Please FIX THIS, so that game checks for version instead of just giving generic error about server 2003.

Are these still supposed to be levelling ships? Or has that changed and have they been locked in as T6 ships only? If they are supposed to be levelling ships, at what level do they become available to your toon? I have finished the tutorial - have I waisted money by purchasing Zen for ships I am not going to be able to use until I hit level 50?

Duty Officers that are assiigned to R&D Research projects all give the same amount of experience. 21000, no matter what combination I use. All Very Rare, Rare. Or a mix from uncommon on up. And I believe that the Blue Screen Crashes I've encountered are linked to the newer DS9 map and layout.
