Recharge Times mechanics too convoluted and complicated

So aparently unless you are a math guru or have lots of time to test you can't be sure your build works fine. Even if you can ask here and there there are too many variables in your asets and toons that you can hope to bother someone with. I looked for something like a recharge time calculator out there but nothing. A few tried to figure some things out here.
Is there really any point of this convoluted and complicated way ? I was under the impression that the devs want to streamline and simplify things ... skills redo is nice but don't stop there. There are too many types of recharges that work and apply differently. At one point in the game was easy to figure recharge times now its absolutly not.
Also, if anyone knows something like a "recharge time calculator" please share it. Many will greatly apreciate this.
