Thanks for your response. I will briefly add these responses in the same order as the short guide provided to me in your response.
1. Logout of the game for no less than 15 minutes. -- I attempt this mission about once a day after returning home from work. I believe I have satisfied the 15 minutes logout requirement.
2. If in party, all teammates must do the same. -- I am not teamed/partied
3. When logging back in, you'll be back in sector space and continue your mission where you left off (phase/stage). --Yes I know, I have done this once a day when i return home from work.
4. Proceed with mission and fulfill each non-optional objective in the order provided by the game and don't deviate. -- when i continue, i travel directly to the warp beacon, and warp to the next system (Idran) after watching the cutscene i'm forced to watch (can not skip as each attempt is my "First Time Playing that episode" since i've never been able to complete it.
5. Let the cinematics (if any) run to the end to ensure that the mission updates correctly. -- See previous point, I am forced to watch the cinematic to the end as it's the "First Time"
6. If applicable in your current mission, turn-in your mission first before leaving the mission map. -- I have no missions at this point which can be turned in.
This concludes your short guide. Seemingly completely unhelpful in resolving the issue.
An interesting note I can provide for you. My friend in another country is currently working on his Delta Recruit (Federation, unlike my kdf delta recruit experiencing this issue). Yesterday he completed and turned in "Of Bajor", and then began "Operation Gamma", and after the brief shuttle skirmish under DS9 and heading to the wormhole, watched the cinematic (Fully, to completion), travelled to the warp beacon, warped to the next system (Idran) and has the exact same issue being unable to target the shield generator. The Target box is glitched identically the same as the attached bmp in my initial bug report. He has also reported gameplay bug.
I wonder if instead of writing a brief generic 6 point guide, more could be accomplished by playing the episode and seeing for yourself.
As it stands your 6 point "Short Guide" could easily have been shortened down to "Have you tried turning it off and then on again?" which is more than insulting, especially given that you or your team of responders have not played the episode for yourselves in an attempt to replicate the problem.
So far i only know that this affects delta recruits. I have not tested in with my other characters. ---EDIT Just attempted this with my first character which has previously completed the episode YEARS ago. The problem exists for my Vulcan Federation character as well. I believe it is reasonably safe to assume you can replicate this problem with ANY Character from any faction.
Please have a REAL look. Attempt the episode "Operation Gamma" and i'm certain the problem will present itself.

I understand that you are having issues targeting the shield generator in Operation Gamma. This is best solved by restarting the current phase of your mission. Please note that you will only lose the progress for this phase of the mission, not the whole mission itself. Please follow the short guide I've written below:
