SNR's after ten minutes, like clockwork

Hey folks. Had to reinstall the game last week, and since then I cannot stay in the game for more than ten minutes - I've googled, applied every fix that's been suggested, but to no avail. Looking for some suggestions.
My ISP is Comcast, and here are the tracert results:

Nettest stayed consistently within the 430-22-470 range for every port, aside from 7499 where it fluctuates a bit to 377-35-419. Everything else is consistent.

Pathping was also very consistent at around 20-30ms, until it reached the cogentco bits, where it jumps to up to 108ms.

As you can see, it starts to tank once I reach cogentco. Not sure there's anything I can do, but I'd like to play the game, given a choice, heh.
