I don't think this is a bug so much as an example of the poor RNG. This weekend I had some time to do some long game play and one of the things I was doing was getting some accolades. One specific I am working one is Nemesis of the Collective, it is the one where you do the the Borg RA and kill the Unimatix command ships. I have all but 8 of 10. During this weekend I encountered one each 1 of 10, 3 of 10, and 4 of 10. The vast majority of the time it was 9 of 10. Often one after the other, not very random.
So is this just my luck or are others experiencing this.
