Simply, the four Subsystem Targeting abilities are absent from the Tactical menu of science vessels. Upon purchasing my first science vessel at level 10, I found that one of the four abilities was defaulted to the B button (on Xbox). Holding it down to open the ability menu, however, only showed my one boff ability, Torpedo: High Yield 1. I switched the default action to High Yield I. As a result, I was no longer able to use the Subsystem Targeting ability, since those abilities are absent from the Tactical ability menu (and all other ability menus).
