What is the deal with the ultra-rare rep gear?

I have 3 characters (including a temporal agent) and I thought I read that if I get all my characters reputations to 5 then any gear I get from the rep will be XIII ultra rare?
I now have all my characters reps to 5 but I am still getting the usual XII gear when I complete a rep gear project?

Did I not understand correctly?
