So there I am, standing on my KDF char at the Imperial Personnel Officer. I want to reassign some KDF Uncommon Doffs in for Blue's. The problem is, most of my Uncommons are apparently bound to character, thus, I cannot trade them in. They do not appear on the reassignment doff list when you select it. Is this a bug or intentional?
