Clarification about Tier-5 ships

Hi, Im was originally planning on getting the Galaxy bundle followed up a Intel dreadnought for my new AOY toon.

I would just like to clarify, C-store tier 5 ships require vice-admiral ( level 50) while the Intel dreadnought only requires rear admiral (40)?

Also, why is it that the game says Tier 5 ships are for rear admirals(Level 40) but the C-store Tier 5 ships are for Vice-Admirals. Especially so when Tier 6 is also for Vice-Admirals. Whats the point of Tier 5 now?
